Good governance constitutes a strategic and large-scale effort. Good governance implies linkage between the functions and responsibilities of the government, civil society, and business.
Broadly accountable political and economic performance are the cornerstones of good governance. Without public accountability, political and economic agencies are potentially corrupt. Here, democracy and human rights are crucial control instruments.
Likewise upholding rule of law, which is reflected in an honest and fair judiciary, and in open access. Note that substantial reform of the legal structure an its institutions can be achieved only if state administrators are resolutely committed to change.
With the formation of a new government comes a ray of hope and an opportunity for us to review the roles and responsibilities of key institutions and players in good governance. It is hoped that through this review, human rights in Indonesia will be better guaranteed, protected and fulfilled.
This book is the documentation of the 5th National Workshop on Human Rights, December 2 – 4 1999, organized by the National Commission on Human Rights in co-operation with the New Zealand government. It is hoped this book will be an additional reference for groups and individuals interested in upholding human rights in Indonesia.
